He is an expert with decades of practical experience in business development, project management, and team coordination on complex projects. His field is building effective communication and conducting marketing research and marketing consulting, including strategic planning and marketing audits.
As a strong advocate of social entrepreneurship, Andrey is developing his own non-profit project to build digital communication systems linking the public with government agencies to improve services and quality of life.
Alexander is a leading practitioner in the field of foreign trade risk analysis and management, export credit and investment insurance of political and commercial risks, and financing international deals and multi-disciplinary high-tech projects.
He has a wealth of experience working with Israeli and international financiers, insurance companies, government agencies supporting international trade, Israeli and foreign banks, and Israel’s Ministries of Economy, Finance, and Foreign Affairs. Alexander also works closely with foreign diplomats in Israel and the country’s economic missions abroad.
His other specialty is marketing: finding and retaining new clients, providing consulting and support for client projects, marketing strategy, PR planning, and arranging meetings with officials and business leaders from around the world. Alexander listens as well as he communicates, prevents conflict, and resolves disputes, making him the ideal partner for successful business negotiations.
Alexander is a member of the board of directors of the Israel-Latin America Chamber of Commerce and the Israel-Asia Chamber of Commerce and a member of the Hi-Tech and Innovation Lobby at the Israeli Parliament. He is well-versed in Israel’s innovation ecosystem from his years as project manager and coordinator of the Ministry of Economy’s National Agent Project between Israel and China, a government initiative promoting Israeli exports to China in a range of industries, from innovations, telecommunications, and medical equipment to agriculture, water purification, homeland security, and cleantech. Alexander has been a member of the Israeli Bar Association (IBA) since 2007 and is active on commissions on the following issues: medicine, real estate and property rights, bankruptcy and enforcement, surrogacy and IVF issues, and corporate issues.
Since 2013, Alexander has been involved in the business development of a number of Israeli-owned companies in the security, agriculture, green energy, and cybersecurity sectors in Kazakhstan and Ukraine. He raised funding, liaised with government agencies and investors, set up partnerships, presented technologies, and handled marketing and building public relations.
As a lawyer with a versatile practice, Alexander handles registration of Israeli status and citizenship, registration and management of companies and partnerships, civil and commercial agreements, surrogacy and IVF in Israel and abroad, real estate and property issues, banking issues, and the refusal of banks to provide customer service (often concerninginternational money transfers).
Client: the operator of main oil pipelines.
Client’s problem: The Client was experiencing frequent failures on a specific section of pipeline where unauthorized connections resulted in damaged instruments and degraded performance at a hazardous facility.
Solution: We designed a project using technology from one of Israel’s largest integrators of comprehensive solutions for national security and civil defense. That put a stop to both the unauthorized access and the pipeline failures.

Client: CIS cybersecurity developer.
Client’s problem: Our developer client needed to bring its product to market in the UAE, Europe, Asia, North America, and South America. Because of geopolitical complexities, they needed to avoid associating the product with the country where it was developed.
Solution: The software was localized in Israel as a domestic product. During the first stage of the process, we solved the legal issues, created a marketing plan for positioning and building a strategic platform for the new brand, adapted the product, and translated the interface.
Project stage: The Client is launching the product in new markets.
Client: An Israeli company with innovative aquaculture technology.
Client’s problem: When they reached out to 12 Stones Consulting, the company already had several successful projects in Africa, North America, and Europe, and was looking at markets in the CIS as a promising area for scaling its business.
Solution: Our specialists searched for potential partners and arranged meetings with them. We also positioned the brand as coming from a competent, cutting-edge company with knowledge of aquaculture issues in the CIS. As the project developed, 12 Stones Consulting became the company’s official representative in one of the CIS countries.
Project stage: Currently launching the first facility in one of the CIS countries.
Client: the operator of solid municipal and construction waste program that offers recycling.
Client’s problem: The Client wanted to find innovative technologies and solutions that could be integrated into a waste management project in the country.
Solution: We worked with Samkai Global Strategy leveraging our connections in Israel to hold multiple rounds of talks with potential technology suppliers. After technology scouting, our client reviewed a pool of innovative solutions. They selected a handful of solutions and signed agreements of intent to integrate those products into a project for recycling municipal and construction waste and used tires.
